A B & W group photo shot of young girls, young women,and women. Some of the individuals are in uniform. Most of the women in the picture are Asian except for what appears to be a caucasian Officer, who is in a distinctly different uniform-light in color with a wide brimmed hat. The picture is taken on the steps outside of a building. It appears to be a windy day, since several of the skirts are being whipped about. Many of the women are carrying objects in their hands as if in preparation to take somewhere. The objects appear to be sewn goods, and also items in baskets and on plates-possibly food.
