Letter from Major Chris Buchanan, Territorial Youth Secretary, Western Territory, Rancho Palos Verdes, CA., to All Divisinal Commanders and Command Heads. The letter was in regards to the Centennial Congress - Children's program. Because of the limitied child care facilities, emphasis was on discouraging parents from bringing children to the Congress. This information will need to be disseminated to the field immediately.

Beside him is John Reed playing guitar. The cadet standing next to Dennis McBride is Capt. Dan Starrett, who was the Corps officer in Yakama, WA, where this picture was taken in 1977.
